In a LinkedIn post shared amid discussions at the World Economic Forum in Davos, Schmidt warned that Europe lacks a coherent strategic framework to compete effectively in artificial intelligence. His conclusion was stark: the continent risks profound technological dependence on either U.S. proprietary systems or Chinese open-weight alternatives.

This was not mere rhetoric from a Silicon Valley veteran. Schmidt’s intervention highlights a widening geopolitical divide in AI development.

U.S. labs such as OpenAI and Google increasingly favor closed-source models that require licensing and fees, ensuring control and revenue streams. In contrast, Chinese firms have aggressively pursued open-weight strategies, releasing model weights freely or with minimal restrictions to accelerate global adoption and embed influence abroad.

Without Europe building its own robust open-source ecosystem, Schmidt argues, the continent could be forced into reliance on American licenses, often with strings attached, or Chinese infrastructure that may compromise data sovereignty and democratic values.

Neither outcome aligns with Europe’s long-cherished goal of digital and technological independence.

Regulation Without Capacity

The roots of this predicament trace back to the European Union’s landmark AI Act, which entered into force in 2024 and began phased implementation thereafter.

Hailed as the world’s first comprehensive AI regulation, the Act adopts a risk-based approach. It imposes stringent requirements on high-risk systems, mandates transparency for generative AI, and bans certain manipulative or surveillance applications outright.

Supporters, including many European policymakers and civil society groups, argue that the framework protects fundamental rights, privacy, and ethical standards where Europe has historically led.

Critics, including Schmidt, counter that this focus on regulating the present has come at the expense of building future capacity.

They say compliance burdens deter venture capital, slow the scaling of ambitious projects, and contribute to Europe’s lag in frontier AI.

The debate echoes earlier controversies around the GDPR, which similarly prioritized privacy but faced accusations of stifling innovation.

Europe excels at setting standards. Translating them into competitive advantage has proved far harder.

Infrastructure Gaps and Energy Constraints

While European cities such as Paris, London, and Berlin produce world-class AI researchers, structural bottlenecks persist.

Training competitive models requires massive computing infrastructure, affordable energy for power-hungry data centers, and access to vast datasets.

Europe struggles on all three fronts.

High energy prices, worsened by geopolitical disruptions and a slower transition to reliable low-carbon power, contrast sharply with cheaper U.S. options often backed by abundant natural gas and heavily subsidized Chinese facilities.

These constraints make it difficult for European startups to scale at the pace seen elsewhere.

Islands of Innovation

There are notable exceptions.

France has emerged as a bright spot with Mistral AI, which has secured billions in funding, including backing from Dutch chip giant ASML, and released efficient open-weight models that punch above their scale.

Germany’s Aleph Alpha has focused on sovereign, explainable AI for regulated sectors such as government and industry, recently advancing open-source efforts with models like Pharia designed for transparency and data control.

These initiatives reflect Europe’s push for “sovereign AI,” systems that can run locally, comply with EU rules, and avoid foreign lock-in.

Still, they remain outliers in a landscape dominated by American and Chinese players.

The Economic Stakes

AI is poised to reshape productivity across manufacturing, healthcare, finance, and defense.

Falling behind risks widening the transatlantic productivity gap, accelerating brain drain, and weakening Europe’s influence over global technology standards.

Dependence on foreign models brings more than financial leakage through licensing fees or cloud subscriptions. It also introduces subtle forms of influence over data flows, algorithmic behavior, and strategic applications.

In the worst-case scenario, Europe becomes a high-value consumer market rather than a creator, echoing historical patterns of technological colonialism where innovation hubs extract value from dependent regions.

A Call to Build, Not Just Regulate

Schmidt’s message is ultimately a call to action.

He argues that Europe must pivot from scattered AI pilots to coordinated, infrastructure-scale investment.

Expanded funding through Horizon Europe, deeper public-private partnerships, and incentives for open-source labs could build on successes like Mistral and Aleph Alpha.

Addressing energy constraints through accelerated nuclear development or renewables, alongside selectively easing regulatory hurdles for compute infrastructure, would help level the playing field.

Europe’s regulatory framework has shielded citizens from some of the excesses seen in less-governed markets.

If Europe heeds warnings like Schmidt’s and chooses to build rather than merely regulate, it may yet secure its place in the AI future. Failure to act risks not just technological lag, but a quiet erosion of sovereignty in the defining technology of our era.
